Rosie O'Donnell is coming back to "The View."  TMZ says the outspoken comedienne, actress, author and TV personality has signed a deal with ABC to join Whoopi Goldberg on the daytime talk show.  It's also being reported that producers are looking to add a Latina and a conservative to the all-woman panel.  ABC recently announced that Sherri Shepard and Jenny McCarthy were leaving the show.  Barbara Walters left "The View" earlier this year.

Joan Rivers is putting a comedic twist on her recent decision to walk off the set of a CNN interview.  On Tuesday's "Late Show With David Letterman," Rivers explained that she stormed out because of anchor Fredricka Whitfield's "negative" questions.  Joan also mocked Whitfield and hinted that she was too uptight.  She also denied that the incident was just a publicity stunt to promote her new book, "Diary of a Mad Diva."  To give the comedienne a taste of her own medicine, David Letterman abandoned his desk after a particularly dicey joke.  However, Joan took advantage of his absence and launched into an impromptu and uncensored question-and-answer session with herself.

"The Garth Brooks Comeback Special Event" won't happen after all.  The country superstar issued a statement Tuesday saying he would not be going to the country later this month to play any shows.  His decision follows the Dublin City Council's refusal to reconsider their ruling to only allow Brooks to stage three of his five scheduled concerts.  Promoter Peter Aiken says it's not a decision that Garth made lightly, and the singer is "devastated" by the outcome.  He explains that Brooks tried to work out a compromise, and offered to give matinee performances and play all five shows in three days.  Aiken adds that Brooks is losing "millions in this deal," but he's "sticking by his principles." The concerts were to serve as Brooks' warm-up for an upcoming but as yet unannounced world tour.

Ellen DeGeneres has announced her latest project -- a lifestyle brand called E.D. that will be in stores in time for the holiday season. The brand is expected to include goods for the home, fashion and even pets.

British actress Emma Watson is looking forward to her new role as UN Women's Goodwill Ambassador. Best known for portraying Hermione in the blockbuster "Harry Potter" film series, Watson called the appointment "truly humbling."

TV Extras:
COURTNEY LOVE is joining the final season of "Sons of Anarchy"

The Dunphy house from "Modern Family" just sold for $2.15 million.  It's only used for EXTERIOR shots, by the way.

STEVIE NICKS is joining "The Voice" as an adviser to ADAM LEVINE'S team.
